According to Michel Barnier, as a conclusion of the 5th round of Brexit negotiations, he is not able to recommend to the European Council next week to open discussions on the future relationship.

However, it seems that the European Council would be willing to reassess whether or not sufficient progress was made on the terms of the withdrawal on its next meeting, by mid-December. On this occasion, if enough progress is confirmed, the European Council would be ready to adopt additional guidelines in relation to the framework for the future relationship and on possible transitional arrangements.
